SUMMARY
The Associate Manager, Pre-Construction - a Leadership role nationally that includes managing several cross-different actions and activities that have broad impact on the overall operation of the Real Estate portfolio and growth program of USRC.
This position will create and manage the development and evolution of capital budgets for USRC Dialysis capital construction projects. This position manages and coordinates the full process of Pre-Construction activities such as; initial capital budget creation, design intent and review, final capital budget review and approval with Design & Construction Management staff, management of all construction solicitation, bidding and subsequent contracting, oversight of large change management events, and management of a historical cost database for use in future budgets, all allowing for cost containment strategies and balance between Quality, Price and Service Life. This, while maintaining cost transparency and communication with USRC internal clients and investors. This position will coordinate with USRC Design staff and Supply Chain staff to ensure that all potential cost saving measures are explored.
Essential Duties and Responsibilities , under the direction of the Director, Pre-Construction
- Coordinate cross-departmental processes and facilitates team coordination to maximize growth utilizing
application of cost estimating expertise maximizing use of Capital Expenditures.
- Coordinate and coordinates USRC Preconstruction Estimating to striking a balance between Design Development and Cost of project delivery program: vision, strategy, coordination, implementation,
resources, and delivery.

Manage and coordinates cross-functional teams to:
- Responsible for cost delivery of project from concept through delivery related to estimated budget goal to deliver at value or below.
- Reviews major Change Orders in tandem with the Project Management team -- of substantial original budget impact.
- Maintain knowledge of final cost of delivery and impact on cost database. Update and maintain cost database for use in future project budget development.
- Measure and estimate cost impact of all new design concepts to project impact on project feasibility and
financial outcome related to set business plan.
- Work to improve communication, collaboration, and processes within USRC and across all associated
departments; participate in the development of project reporting.
- Assists Construction Management staff with activities relative to budget, and quality of Real Estate Transaction Deals proposed by Real Estate Transaction Management team.
- Responsible to organize estimating process utilizing Destini Estimator and Procore and other industry estimating utilities as required,

Build relationships with Construction Management staff to gain acceptance of Centralized Estimating (CE).
- Compare cost history of past project categories to produce analysis of impact.
- Coordinate with team to recommend best course of action for maintaining project budgets and scope alignment
- Prepare detailed cost estimates to challenge solicited pricing

Develop conceptual budgets and detailed take-offs from project inception
- Pricing adjusted for regional coverage
- Review all parallel estimates of projects or direct purchase items for completeness.
- Review with Director of Pre-Construction prior to presentation
- Present Award Recommendations to VP, Design and Construction prior to distribution.
- Update budgets as required to account for changes in design and to analyze potential proposals when bidding the Work.

Manage solicitation of bid documents for estimates generated.
- Track potential target Projects that are under consideration
- Allocate resources required to expedite timely cost estimates
- Post and update all active bids on the Bid Schedule to keep staff aware of upcoming projects and due dates
- Pricing adjusted for regional coverage
- Review all parallel estimates of projects or direct purchase items for completeness.
- Review with Director of Pre-Construction prior to presentation
- Present Award Recommendations to VP, Design and Construction prior to distribution.
- Provide detailed scope leveling .

Manage bid schedule and update Pre-Construction Director weekly.
- Maintain communication with Construction Management staff affected by Bid Schedule.
- Access resources and allocate adequately to cover project being estimated or item being purchased
- Organize flow of up coming projects -- work with VP, Design and Construction to allocate resources to achieve desired effect
- Review and defend the summarized budget to VP, Design and Construction level before release or distribution.
- Maintain strict confidentiality with regards to all Proposal analysis or Direct Purchase quotes, negotiations or decisions.

Take initiative to:
- Identify opportunities within projects to maximize opportunities
- Clarify scope and identify Vendors
- Work with Design team to develop clear details and specifications.
- Evaluate proposals and breakdown proposals for full review with VP, Design and Construction.
- Develop conceptual budgets or detailed construction cost estimates for assigned projects.
- Work with Preconstruction Director to close buyout
- Verify scopes and convey all value engineering concepts to Design
- Coordinate hand off to Construction Management staff

Manage strict utilization of the RFI management during the bid process.
- Monitors distribution of all RFI's
- Monitors that All responses are timely and confirms receipt.
- Assess All RFI's and potential impact on bid.
- Verifies ALL RFI's answered have been forwarded, and tracked.
- Incorporates RFI's and Log into the bid record files.
- Reviews all Revisions, Addendums and verifies the distribution, awareness and comprehension by the
- estimating team.

Coordinate and issue Standardized bid proposal format to establish full bid breakdown in Construction Specifications Institute (CSI) format of incoming proposals.
- Provide detailed bid tabulation comparisons for Preconstruction Director review.

Assemble and organize All bid documents for future reference.
- To be utilized as basis for project Agreement
- Organize historical cost and schedule database.

Convey Bid Package Scope of work developed by Pre-Construction and ALL post bid negotiations to Construction Manager.
- Scope out all proposals in detail
- Review and negotiate best value on behalf of USRC
- Details to be incorporated into draft of Trade Contract.
- Utilize competitive bid leverage to negotiate best value pricing.

Assess the bid documents and advise Preconstruction Director level of Go/No-Go recommendation to use Construction Management direct delivery.
- Complete risk assessment and update Preconstruction Director.
- Identify key Contractor/Developers/Subcontractor/Vendors required to develop a competitive Bid; consult with Construction Management Staff
- Acquire a complete thorough knowledge and understanding of the project site conditions
- Develop detailed scopes of work for each CSI division

Initiate and participate in the project Kick-Off meeting between the Estimating and Construction Management teams to facilitate transition from Pre-Construction to Construction.

On an as needed basis assist Manager, Construction Accounting - within 30 days of Final Completion of a bid project, position is required to work with Construction Manager and Job Cost Accounting Manager to complete a Final Project and Cost Analysis and review it with the Preconstruction Director.
- Work with Construction Manager to access final cost projections including the impact of change events.
- Maintain USRC historical data base for future reference backed up by actual Job Cost information.
- Provide leadership and establish and maintain effective and harmonious working relationships with all those involved in the project, particularly the USRC Operations, and the Design and Construction Team.

Create, and finalize the Contractor or Vendor initial schedule of values (SOV).
- Set up must be consistent with cost estimate and accounting breakdown, and shall follow USRC adaptation of CSI Master Format Job Cost Accounting system.

Participate and initiate buyout negotiations ofContract agreements and Vendor commitments related to construction as direction by the Pre-Construction Director, and in the best interest of USRC.
- Position to work in collaboration with USRC Director, Category Management -- Construction.

Assist Construction Manager(s) and Technical staff in the buy out process on small/maintenance projects. This will involve recap of bidder scope sheets, monitoring and/or leading negotiations, and participation in bidder interviews if necessary.
- Bundle building trade packages to utilize volume purchasing potential.
- Recognizing problems that are developing and taking prompt action to mitigate and save the company from exposure to cost overruns, litigation or damage to internal or external relationships. Alert Director of Pre-Construction immediately when such a problem is recognized.
- Keep the Director of Pre-Construction informed about any issue that has the potential to become a challenge for USRC Design and Construction Department.
- Manage allocated resources to the team so they have the best possible chance of achieving goals within the Pre-Construction department. Advise Director of Pre-Construction if adjustments in resources are required to meet expectations.
- Work with Construction Management staff in solicitation, pre-qualification and selection of sub-contractors, Vendors, and Contractors allowed to quote and complete work on USRC projects.
- Assists in the Development of Standardized Developer/Contractor/Vendor Scopes of Work and transitions into clear contractual agreements using the standard CSI format for the Department as directed by the VP, Design and Construction to lower costs, increase control, and limit liability and risk.
- Assists in training, support and guidance of Construction Management staff to ensure comprehension of USRC Construction Project process enhancement program including but not limited to means, methods and procedures as well as they relate to Cost Estimates, Integrated Job Cost, Document Control, Contracts, Change Orders and Purchasing Control.
- Interfaces with USRC Operations, Legal, Security, Human Resources, Technical and Risk Management on an as needed basis as directed by Director of Pre-Construction to ensure compliance with applicable guidelines, policies and procedures, and acts in the best interest of USRC.
